The city in question was rebuilt over the ruins of LA, hundreds of years post-apocalypse. ;)

(I'm sorry, I couldn't resist commenting - normally I stay out of such things. But you're totally right, it would be unlikely for everything but LA to be destroyed. That being said, this is more "X-Men in the post-apocalyptic Wild West" than hard science fiction.)
